I am &c., to acknowledge the receipt
of your letter of the 23rd Aug., M/11414 regarding the application of Mr. C.W.Falk for permission to act in the capacity of Master of a British ship.
2. I am to state that, so far as Lord Milner is aware, the Govt. of Hong Kong have not adopted the rule applying Defence of the Realm Regulation No. 37 D to ships sailing from Hong Kong, but that.
Requlation they merely published that irement in the Govt. Gazette for general information.
3. Lord ilner understands further that Mr. Falk was applying for general exemption from the Regulation with a view to acting as Master of any British ship and not only of ship engaged in local trade in Hong Kong. If this is the case
a
Mr. Falk's application, falls to be dealt with by the Board of Trade and not by the Hong Kong Govt.
4. Lord Milner would be glad to in this connector, Regulation
learn whether the requirement can be held
to apply to all British ships whether they
enter the ports of the U.K. or not.
